Finally realized that in odd rows, the next-to-last sc must be skipped, then sc in last sc. This is different than ROW 1 unless you ch 36 for the starting chain. When starting new rows, always work first stitch into last sc worked in previous row. Crochet is not an exact science. Every crocheter has a different tension and things not always turn out the same.
